"All-out action" describes this ish to a tee -- it's Iron Man in the radically different War Machine armor vs. the Masters of Silence! Rhodey is assigned the task of finding out exactly who is behind the set-up of SE, and he goes toe-to-toe with Nick Fury to get the info! The tables turn once the info is revealed to the Masters, as they now team up with Iron Man to go after.... Justin Hammer!
